- A rural Raiffeisen-type credit union was established in Czernichów in 1890.
- Franciszek Stefczyk taught at the local agricultural school.
- The surviving regulations of 1935 document the movement's later rules, not the terms of the first union in 1890.
Franciszek Stefczyk learned how rural cooperative credit unions worked in Westphalia. The Museum of Cooperative History links the Czernichów union's beginnings to 1890 and cooperation between the teacher and the local parish priest. This was an initiative in Galicia, not a bank founded in an already independent Polish state.
Members' self-help was the foundation. The union collected savings and provided loans, offering a local alternative to expensive borrowing. This did not abolish obligations. Credit still required rules, records and repayment. The institution's community character was intended to combine access to money with responsibility for its use.
The museum provides the Stefczyk credit unions' regulations dated 1935. This is a valuable record of a later stage, not evidence that all its provisions already applied in the first union. Comparing dates avoids a common shortcut: more than forty years of activity were not one unchanging moment.
The movement grew beyond a local initiative. A monument to Stefczyk erected in Czernichów in 1929 and described in museum collections recalls his local importance. Today's cooperative banks and SKOK credit unions draw on this tradition, but a historical name should not be treated as proof of identical institutions, loan terms or protection of funds across different periods.
If repayment is difficult, start by listing your obligations and your budget's realistic capacity. PGW can help organise documents and prepare contact with creditors. This is a modern service, separate from the history of the credit unions. Ask about assistance.
